When debating between the two types of machines, it is important to ask yourself what you plan on using your computer for. Netbooks are cheaper, more slimmed down versions of notebooks and so, they probably should be used as such. As a result, which computer is best for you really depends on what sort of thing you're looking to use it for.
If you're a general low end computer user that doesn't do much on the computer besides surf the Internet and chat with friends, a netbook is a perfect fit. These machines are called net-books with the implication that they are focused around network usage. They are also significantly smaller, making them far more portable.
A notebook on the other hand, is designed for people who have bigger ambitions with their computer. If you plan on using the laptop as your main machine, running several programs on it at the same time, it's probably better to raise your sights to a notebook. While a netbook is capable of running most basic applications that general users would use, when using them in parallel, the machine starts to suffer.
Overall, it is hard to say one machine is better than the other. In the end, deciding netbook vs notebook really is more about deciding who you are, than which is the better machine. Would you rather save money and get a lower-end machine, or do you want to invest in a bigger notebook that might be more capable down the line?
